The central argument is that responsibility has to be designed into a supply chain rather than layered on top of it. Codes of conduct, certificates and supplier audits are compliance instruments: they record intent and verify conditions at a point in time. They are not transformation instruments, and treating them as though they were is the most common and most expensive mistake in the field.
The book works through what structural change actually involves. The incentives, the information infrastructure, the relationships with tier two and beyond, and the technologies that make continuous assurance possible where periodic audit cannot.
